U.S. Institute for Environmental Conflict Resolution

Assisted with design and identification of stakeholders for a roundtable discussion of the update of the Forest Planning Rule for Region One of the Forest Service.  Served as lead facilitator for the one-day meeting held in three states linked by video technology.

National Oceanic and Atmospheric Administration

Served on a team to develop protocols and a methodology to measure social capital in rural communities.  Products are currently in pilot testing.

Yellowstone Business Partnership

Served on leadership team to prepare the feasibility study for a transportation co-operative to serve the greater Yellowstone-Teton area.  Facilitated the work of the agency coordination team.

FHWA/Forest Service

Facilitated a meeting to develop mitigation measures to address impacts of three road projects on aquatic organisms and wildlife.

Bureau of Reclamation

Facilitated a two-state multi-stakeholder working group addressing operations of Yellowtail Dam including impacts to fisheries in the Big Horn River and recreation in the upstream reservoir.

BLM-New Mexico

Prepared a plan to combat illegal dumping on all land ownerships (public, private, tribal) in N.M.

Carbon, Custer, Fallon, Dawson, Wibaux, Toole, Liberty Counties, MT.

Prepared Pre-Disaster Mitigation, Community Wildfire Protection, and Continuity of Government plans.

Carbon County, MT.

Prepared a Homeland Security Assessment and Strategy for responding to WMD incidents.  Worked with the Local Emergency Planning Committee to assess capabilities, vulnerabilities, and needs.  Conducted an independent review of fire impact fees.

BLM, Montana

Facilitated two meetings to develop alternatives for reclamation of the Golden Sunlight open pit gold mine. Participants included regulatory agencies, environmental groups, the mine, and consultants.

Montana Fish, Wildlife and Parks

Facilitated planning process and wrote a ten-year management plan for Pictograph Cave State Park, a National Historic Landmark Site.

Pacific Flyway Council

Designed and facilitated meetings/process to develop consensus recommendations on management of Trumpeter Swan populations in the U.S. and Canada.

National Park Service

Designed and facilitated numerous internal national task force meetings on a wide variety of subjects including ranger activities, wildland fire, incident management, workforce development, leadership transition, information technology, and facilities management.  Assisted two parks in planning.

Bureau of Land Management

Assisted Field Office Manager in identifying problems in working relationships affecting organizational effectiveness.  Developed recommendations.

National Park Service, Forest Service

Facilitated meetings in the western U.S. to assist in implementing the National Fire Plan.  Results of meetings have been better coordinated interagency planning and communications.

Department of Interior

Facilitated regular meetings for departmental standing committees for the Office of Risk Management for four years.

Sport Fish and Boating Partnership Council

Designed and facilitated a 1-year process to develop recommendations for Congress on the future of the National Fish Hatchery System.  Council-appointed task force included representatives from industry, state and federal agencies, tribes, and not-for-profit organizations.  Process produced a briefing book for the U.S. Congress.

Montana Fish, Wildlife, and Parks

Researched opinions and positions of key interests  on both the Alternative Livestock and the Game Damage Programs.  Developed recommendations for department decisions and actions.  Facilitated a two-year process to address issues on trapping in Montana.  Multi-stakeholder group reached consensus on recommendations for the FWP Commission on trapping regulations.

Northern Great Plains Planning Team, USDA Forest Service

Conducted guided interviews of interest groups in 3 states to determine social effects of management actions.  Opened lines of communication with national grassland users and increased their knowledge of Forest management issues.

Town of Ennis, Montana

Beck Consulting was hired to develop a strategic economic action plan for a highly natural resource dependent community.  Researched and wrote up the current situation, facilitated series of public meetings, and prepared the final plan.

Montana Department of Fish, Wildlife and Parks

Provided services to FWP for six years for constituency building. Designed public involvement strategies, enhanced communication skills, facilitated meetings, and conducted team building.  Better informed decisions, enhanced public trust, and more effective working relations were long term contract results.

US Fish and Wildlife Service

Defenders of Wildlife notified the USFWS they would seek listing of the black-tailed prairie dog under the Endangered Species Act. Beck Consulting designed  and facilitated an interagency, intergovernmental meeting to identify actions to avoid listing.  Meeting contained a wide variety of conflicting interests with representatives from Canada, Mexico, the U.S., and several Indian Nations.  Actions were identified and commitments made.

Red Lodge Chamber Blackfoot Tele. Coop.

Provided board effectiveness training on                 communications, information gathering, decision-making and conflict resolution.  Laid out format and led groups through goal setting and strategic planning exercises.  Results included enhanced working relationships, goals set, and action plans.

USDA Forest Service

The Selway and Moose Creek Ranger Districts of the Nez Perce NF were consolidated.  Beck Consulting designed and facilitated a process to manage this transition addressing operational issues and employee concerns and stress.  Facilitated a transition session with all employees.  Issues were identified, personal concerns were brought out and action items were developed to bring about implementation.

US Fish and Wildlife Service

Designed and facilitated 3 national meetings with Service representatives from each Region for the Division of Realty to address workload issues and technology needs.  Workload factors were identified and a workload analysis was developed to serve as a pilot for USFWS.

Carbon County, MT.

Designed the process, then researched, facilitated public input, and wrote a Growth Policy for Carbon County. Montana.  Growth Policy was recommended unanimously by the Planning Board for adoption.

 

Provided subdivision application review services under contract from 1995-2001.  Conducted field reviews, researched, and produced findings for Planning Board decisions and County Commissioners.  Services resulted in informed local decisions on development applications.

Beartooth RC&D

Designed and facilitated a 2-year, 5-county, 12-municipality effort to produce an Overall Economic Development Plan.  Plan was approved and funded by the U.S. Economic Development Administration, making grant monies and additional matching dollars available for economic development and quality of life projects.

Bureau of Land Management

Facilitated a 2-day interagency/public forum on management of the Pryor Mountain Wild Horse range.  Scientific papers were presented by managers and researchers from across the country.  Handled disruption of the forum by an animal rights activist without arrests.

Biological Resources Division

Designed and facilitated a collaborative meeting to develop an organizational and reporting structure for the Southeast U.S. Geological Survey Biological Science Center.  This unit was created with establishment of the National Biological Service (now known as the Biological Resources Division of USGS.

USDA Farm Services

Conducted mediations between agricultural producers and the FSA over payment disagreements.

Absaroka Beartooth Wilderness Foundation (ABWF) Beck Consulting was hired to assist the ABWFin building the capacity of the fledgling organization. Ms. Beck identified and recruited new board members, facilitated a strategic planning retreat, facilitated numerous board conference calls and meetings, assisted with marketing plans and fund raising, and coordinated development of a new website.
